For Mid-West the only small (small dish) soluton is Dish Network &/or DirecTV all other providers (Sky Mexico, etc.) will require if any chance 6 ft. off set fed antena first to run tests if by any chance. 1.8 m (6 ft.) is the best reference I have used for all my set ups, you can aim and adjust and try reading the dB in a spectrum analyzer to see if by any chance you get something and then calculate the size you will need to get decent readings......expensive test / task.

I checked with Globecast and they do not offer any Spanish language packages that I could find. Found on Galaxy 28 a sub package "RedIntercable" but I don't know if it can be sub'd here or not.
Red Intercable: is just like HITS only that it's owned by Intercable, which is a cable company all arround South America, so they feed their headends by areas with that feed you found on Galaxy 28, also the beam is a zone beam aimed only at South America:
