Based upon a comment in this post, http://www.satelliteguys.us/dish-network-forum/156959-so-who-lying-e-local-salisbury-networks-post1614596.html#post1614596, should a provider be allowed to count a channel as a national HD channel if they don't offer it to ALL of their subscribers?

A channel should not be counted as national if it is not offered to everyone (yes Im talking to you cable and FIOS) and a PPV should not be counted as a national (yes Im talking to you Dish and Directv). Both are bull****.

I voted no. The key word is offer. Where I will disagree with others is on which channels should count. Since RSNs are OFFERED to everyone, then they SHOULD count.

This I agree with. RSNs are offered to everyone, they should count. RSNs are no different in that way then HBO or Showtime.
