My brother has comcast basic cable (no set top box, cable just goes directly into TV) I am going to give him my old panny 30 hdtv but the panny does not have a QAM tuner. Will this TV work with this setup?

Not unless he gets a box.....

It will work, but he will not be able to get any channels that are in HD without a box.
