It should not be slowing down even under heavy usage. It's possible that there is noise in the return signal from appliances etc when people come home. This would suck up a lot of bandwidth. Hopefully the guys checked for this. It would take a system tech to verify this.

The 'Level 3 Tech' actually called me back today. He said that it seems there is a bad router or hub in my area and that it is being worked on. It does seem to run faster sometimes but other times it is hard to get over 2MB.
