Roadrunner download advertised speed

I saw the below on the page listed on 2-23-08. I thought our dl speed was 7Mbps. RR site says 5Mbps. Huh?

In my area they advertise 10 mbps but the most anyone gets is 4.

That is the RR national page, and it says "Time Warner" its possible the area that site serves is only at 5mbit.
