I live in a major US city and I'm currently getting 7mbps DSL from QWEST.

My parents live about 10 minutes away from me and about a year ago they switched over to QWEST DSL. The fastest DSL they could get in their neighborhood at the time was 256K. I checked the qwest website recently and found out 1.5M speed was finally available to them so I had them upgraded.
