Even With Local NBC Station Waiver, NBCHD Cannot Be Transmitted to Lafayette, LA

Since the closest NBC affiliate is 60 miles away, I am trying to get a waiver from them in order to receive NBCHD. I related this to VOOM to see exactly what paperwork, etc. would be needed by them. After about a 30 minute wait, The VOOM representative said that they tried but could not get a signal to my VOOM antena. Does this sound right? Is VOOM able to pinpoint their satellite coverage only to selected NBC owned and operated geographic regions?
P.S. I want to commend VOOM for making what appeared to be a very valiant effort and for being extremely polite and accomodating in this matter.

That does not sound right. If you are able to see the message on 321, 593 and 594 they should be able to turn it on. See this thread and how this guy got it:

Thanks Sean. I am getting the message on all three channels. I'll try his approach if I'm able to obtain a waiver from my local NBC affiliate.
