like right i have my pc running in "safe mode" because its won't stay on in normal mode

Personally I would go with at least a 1 GB video card, but that's just me....

Yeah that looks good. I have 16GB memory in my latest Custom-built PC and it runs really fast, but that much memory is not necessary. 6 or 8 gigs is good. But since memory is so cheap why not get 16 gigs.

i got one small question some if i wanted a tv tuner can i go buy something like Hauppauge - TV HD Stick USB 2.0 TV Tuner with PVR
