I don't believe it either. D* filled up D10 before D11 launched so they weren't concerned prior to D11's launch about using up all of their available space before the next satellite went up. So now should be no different. But for whatever reason you want to believe, D* has chosen to sit on their butts and do nothing.

News Corp was in charge when D10 came on line. Liberty is in charge now. Perhaps they are more cautious.
If D10 or D11 failed, DirecTV would be in trouble. If a Dish Ku sat failed, it may be possible (albeit expensive) to rent another Ku sat for temporarily use. Same isn't true for Ka.AT250, 622 and 612
