Is there any way to close the working order while the job is not completed?

I had a very bad experience with E" recently. Since I lost the signal for most of my international programs after 118 upgrade, E scheduled their technician visit last Sat. No show last Sat.(but did receive the call that technician could not make it due to family emergency). Finally the guy came one hour later after the scheduled window last Sunday but said I need to replace my superdish with 500+ and would call me within 20 mins for next appointment date after his leave (as he didn't have 500+ dish with him). Up to date (Wed.) no call from him at all and I also learned this working order is closed after calling E customer service. Should I file a claim to CEO email? ( as I suspect that technician closed the order while leaving the job uncompleted)

With no word from him by now I would be calling dish and telling them what went on. I would probually just email the ceo address and CSRs have a way of screwing things us worse.
