DirecTV would not be talking about a "new entry" to the DBS industry if this filing was current since its been over a year since the "reverse DBS" has come out. Go back and look when SES originally filed for the 105.5 W DBS slot. I believe it has been 5 to 6 years since it was originally filed. Take it from someone who has been doing FCC searches related to satellite television for many years, the 105.5 W DBS slot will never be used in the U.S.
