Problem with TV2 IR Converter

Forgive my ignorance, but I am having a some trouble figuring out how this IR TV2 converter is supposed to work. I have a Dish VIP 622 reciever. I want the ability control TV2 with my new Harmony One universal remote, but i would like to retain the ability to also control TV2 with the original Dish TV2 UH Pro remote for when I'm using the home distribution port. This doesn't seem that difficult, but maybe I'm missing something.
Some of the picture in the instruction have the IR converter hooked up to remote antenna port, some have it split and hooked to the home distribution port. What is going on? How is this thing supposed to work? Can anything help or do I need to call Dish? Do they even provide technical support on this accessory?

It must be connected to the UHF remote antenna port, that is where the RF signal goes from your UHF remote and this device converts the IR signal to a UHF RF signal.
