ADVERTS 1
This is probably a simple question to answer but can you only pause live tv on a DVR receiver?

Correct.
(Although a VIP 211 receiver can be made into a DVR by paying the $40 fee and attaching an external USB hard drive.)
BTW, you can do a similar thing with OTA channels by getting a $30 "ATSC USB stick" which connects to your (recent model) PC and comes with software that turns your PC into a DVR.In San Francisco Bay ! - Louis Vuitton Cup: 04 July – 1 September 2013 ; America’s Cup Match (Finals): 7-22 September 2013

Note you can only pause up to the buffer size, which on HD DVRs is 1 hr. After that it will go live with a buffer filling as the oldest part is "erased". The same duration, not bytes, buffer for SD or HD.

. . . unless your TV has a "FREEZE" feature. The effect is like a DVR pause. It is designed so that you can freeze the frame to copy recipes or phone numbers, etc.
