TCM signal issues questipn

Trying to watch TCM today is a big chore...constant signal breakups, no other 119 channels affected and getting the usual signal strengnth in the 70s. So my question is where would this problem orginate--at Dish uplink in Colorado or at TCM's uplink?

I'm having the same problem on TV Guide channel, and TMC Xtra West.
