Effective December 21, 2009 – In an effort to improve our programming and keep our industry-leading prices low, DISH Network is removing RTVi and RTVi+ from our Russian lineup. In the Russian Mega Pack RTVi will be replaced with CTC.

This channel goes away from Dish and get's added to DirecTV today,
DIRECTV, Inc. - DIRECTV Now the Exclusive Satellite TV Provider of RTVi Russian Television Network in the U.S.

I wonder is DirecTV paid to have it exclusive or if it's just because Charlie didn't want to pay for it anymore that by default it became that way?

There was nothing to watch on these channels, they are mostly oriented on elderly Jewish audience (former USSR origin), residing in NY city. More info about Israel, then Russia. No surprise, Dish has dropped them. Personally, I prefer Internet based TV services like
Kartina.TV
, far better resolution (720x576 min),
much higher quality (H.264 compression), 101 Russian channels for less, then 4-5 channels Dish is offering.
