First, I think it highly likely that the "new MPEG4 service" will be entirely compatible with the existing Dish Network service in the same way that you can receive and subscribe to "All American" distant network channels on Dish receivers.

So, any channel on the "new MPEG4 service" are very likely to also be available to any Dish Network customer with a "VIP" receiver (the ones that currently receive HD MPEG4 channels).
