    cant be fill in. Only market that needs fill in is Watertown and they already use Utica as fill in

    Maybe a SV issue in a neighboring county?

    I'm not sure how accurate the spotbeam maps are, but based on the initial "looksie" - some of the northern counties may be having an issue with coverage on 61.5 - 119 looks fine to me...
