Proud Staff Membercant be fill in. Only market that needs fill in is Watertown and they already use Utica as fill in

I'm not sure how accurate the spotbeam maps are, but based on the initial "looksie" - some of the northern counties may be having an issue with coverage on 61.5 - 119 looks fine to me...
