Highly unlikely either would be carried. Both are OTA subchannels and satellite providers (both Dish and Directv) usually dont add subchannels unless they are associated with a network.
    Can you get them OTA?

I can get them OTA but only in one room. And they are a local channel sub channel. I also have another question why do I get my local channels on there channel number for ex__ channel 2 is channel 2, etc. Then they are again in the 8033.

When Dish originally offered locals they couldnt put them as 2,5,8,11, etc as there are lots of markets that have a 2,4, etc.
So Dish puts them in the 7000-9000 area. Then they figured out how to "map" them down to the numbers we all know.
Dish does that with the HD too. If you look most are in the 9400-9500 area....they map down to the "normal" channel

When Dish started offering HD locals they are in the 5000-6000 area. So the receiver knows to "map" the locals. As example
ABC HD in my area is on 5150
ABC SD in my area is on 7574
The Dish receiver "maps" them both down to 10

No extra bandwidth is taken up on remaps
