    I "speak" as a US citizen, and follow with my explanation of what I believe to be the situation.
    Unfortunately, our laws are such, that recording any content, where there are reciprocal copyright agreements, (United States, Canada, and Mexico) and puting it in a form available for the masses, would most likely be on the wrong side of the law. In our present, corporate, business climate, I am sure to have the recordings, immedietly removed and possibly even sued for copyright infrngment.
    I believe there are reciprocal agreements with most other countries in this hemisphere. Except one.
    About the only content, that I am able to record, that may not be covered by reciprocal copyright laws is originated on an island nation, that our government has prohibited us from associating with, in any form. (other than govenment sponsored "trade talks")
    It wouldn't supprise me, in todays (geo)political climate, that making recordings of that programming, publically available, would subject me to the wrath of our Department of Homeland Security along with a few other federal departments.
    There are a few, just a few, satellite channels that are FTA community friendly. But that only goes as far as "Viewing" in one's own home. Their content is copyright protected, banning any storage and future delivery to anyone other than the originating household.
    If you don't have these same restrictions, great. I'm sorry as I can't (legally)reciprocate.

    Probably, if the identity of who's generating them is included. It all depends on IF they want to pursue it. If so, one frame(capture) is probably enough to prove copyright infringement. It's a lot of "if's", but I'm not going to "test the water". A generic test pattern hardly qualifies as copyright-able material, as they can be generated by anyone.
