Isn't the Pansat 9500 another ALI-based receiver? If so, $400 is very high for just the receiver. Did that price include a dish, LNB, motor, accessories of any kind, and shipping?

After you've checked that the 9500 is functional do the Erom upgrade using the Erom utility(3602) then the latest file (Nov 11, 2011, v0.339) with a null modem cable.
It really is an improvement. The satellites are then re-ordered E to W by latitude with C & Ku band satellites next to one another. Much friendlier than having Gal 19, 97W Ku at the top of the list.

The pdf how-to isn't specific to this model, so read between the lines....

That's not a bad price then... What size dish, and what make/model of motor?
