    Anyone know how to find out the frost line for the location you live on the web?

    That map seems a little extreme. In Minnesota the code is 48 inches for footings. Usually in winter the frost is 2-3 feet deep. Call the city and talk to someone in the Engineering dept. they should be able to give you an idea of how deep the frost goes in your area.
