Locals starting primetime shows minutes earlier than scheduled

Since I'm seeing this in the Denver market, I'm wondering if any of you in other TV markets are experiencing your local channels starting and running primetime shows earlier than what's scheduled.
The Denver big network locals are now starting and running their primetime shows 3-4 minutes earlier than what is listed in the guide. 7:00pm primetime starts on most stations at 6:56 or 6:57pm. It's really annoying having to change each timer to start early.
Maybe it's a Mountain time thing since they probably take the Eastern feeds and delay them...You think this the networks way of combating people DVRing cable shows? Or maybe just a way to squeeze in a few more commercials during primetime?

I'm in the Mtn zone and CBS from Albuquerque is bad about Starting 1 minute early or so (and ending the same way) My Monday Timers are full so I have to watch the start of some of the sitcoms on the end of the previous one...
