So I'm trying to add this channel and 11716 doesn't show up as a transponder to scan by either doing a TP scan or adding a channel manually. GA25 doesn't seem to go that low on my Mercury II. Any ideas?

This transponder is quite new and would not be in the factory firmware TP list.
Either perform a Power Scan on Galaxy 25 or TP Scan and add the TP.
Press Menu
Select TP Scan Press OK
Select Galaxy 25
Highlight Frequency / Enter 11716
Highlight Polarity / Select Vertical
Highlight Symbolrate / Enter 22000
Press YELLOW button to scan the TP

Ok I got it now. I never realized that on the TP Scan you could directly enter in numbers. I was always selecting the Frequency first and it wouldn't let me enter in numbers instead of just entering in the number directly and not select it first. Ooops.

Anyway, was able to scan the transponder and add some new channels.
