JTag voom receiver?

Is it possible to JTag a Voom DBS with a dump from an activated receiver?
I have a Voom Receiver that was never activated. Am able to see menu and scan for OTA but cannot view as get the dreaded message of non activation.
Would like to use as an OTA receiver only.

Don't understand how you can scan for OTA if unit was never activated. Don't think that this is possible. Maybe you have a receiver that someone did the dreaded "master reboot" to. In that case, unit is useless forever except as that much heralded doorstop.
