Why Only 10 Channels?

I read somewhere that E* is providing United Cable Systems (I think that is the name) with 14 channels. So why is E* only providing 10 channels. It sure would be nice to have the rest of the movie channels. Anyone no the real reason why Charlie didn't opt for Gunslingers, Kung Fu, Film Fest and Vice at least?
