The original shutdown date was 12/31/06, digital tuners were around $250 then.

Do you mean converters or tuners?
I have three HDTVs. The first is an early generation unit does not have a digital tuner. I remember when digital tuners were stand alone clunky boxes the size of an old VCR for like $1000, but this was years ago. I used it with digital cable before HD cable boxes were offered but didn't view any HD at the time. That 150 pound TV, which I got a great deal on at Sears, is now sitting in my son's room, not connected to any HD source.
My other two units have digital tuners built in and are newer.
So do you mean a converter that converts the signal to digital for an old analog TV? Which I think you do, or do you mean an external ATSC digital tuner?
Either way. What is your point? Are you saying we SHOULD delay? Or not? These converter boxes that are being vouchered for $40 or so will be in the $7.99 bin at Big Lots by 2010. I'd bet money on that.
