What they're reporting is that he signed the franchise tender. He could opt not to sign it and sit out the year.
The franchise tag just means they own his rights despite him being a FA. Now he's also back under contract for over 14 mil next year. He can still be traded.
It will take a lot more than your first pick to get him.
