Yes, both foot prints have changed. They do not go very far into the states. 82 does a little better east and 91 a little better west. Colorado is too far South for reception, probably even with a bigger dish. I am in Indianapolis and had to install a bigger dish and I am right on the edge...
They are probably not charged as much retransmission fees from the South Bend stations. Neilson should merge the Lafayette TV DMA with the Indianapolis DMA. It would not be an issue with two CBS stations as both are owned by LIN.
Depending on which map he looks at he is either in Dayton or Indianapolis. It used to be Dayton but I believe it changed to Indianapolis. It should be Dayton, as it can be received over the air there.
If you want HD Superstaions get a Bell sub. They have WGN-CW9 Chicago, WPIX CW11 NYC, WSBK MY38 Boston, WPCH IND17 Atlanta, KTLA CW5 LA, CHCH IND11 Hamilton, ON all in HD. No WWOR though.
