EPIX2 a West Coast Feed?

I updated my guide data and it looks like EPIX2 is running the same movies as EPIX1 at a later time. Is EPIX2 a west coast feed of EPIX1?
 
EPIX1 + 3 Hours = EPIX2

I have not updated my guide, but it consistently shows that EPIX2 has the same programing has EPIX1, but is 3 hours delayed. This is the definition of a west coast feed. I have not confirmed that the guide information is true and hope that it is not!
 
OK then, so what do they actually do while a channel is "testing" if it's released with wrong guide and blinky picture? Seems even mediocre "testing" would have caught these.
