Netflix and VPN

It really sucks that Netflix is blocking subscribers that are using VPN even though they are U.S. based subscribers that are using a U.S. based VPN service. It's been said that Netflix is developing Netflix produced movies and series because of the MPAA insisted blocking of VPN. This messes up our soldiers that are stationed in places like Afghanistan. Plus, when I'm out of the country it makes me angry that I can't access my Netflix account. Anyway, Netflix has other issues in that they aren't offering many of newer movies and TV series. And some of the stuff I want to watch is only available on DVD and/or BluRay (which I'm not subscribed to). So, I'm not so sure if Netflix is a good deal anymore. Other streaming services are probably being forced to reject VPN connections also.
 
I'd like to be able to use a public vpn also which improves security.
 
I already have a private vpn set up but it doesn't help to "hide" web surfing - so I need a suitable public VPN. I suppose there's a way to configure the public vpn client so that it can be bypassed when using Netflix. Please don't suggest TOR for anonymous surfing.
