Do the connection test. See if the NAT test says "Open, Moderate, or Strict". If it is Moderate or Strict, that would be your problem. More from Microsoft: Description of NAT and how it impacts your online experience

It sounds like a router problem. Have you done a connection test to make sure you have an open NAT on both 360s?

Outstanding game. I have a lot of fun playing it with friends. As yourbeliefs said, "game absolutely REQUIRES Co-Op play". The majority of random matches I jump into on XBL are complete disasters because of lack of cooperation.
