Emergency alert system

So I saw an emergency alert system while watching CNN today. It said that it was effective for Los Angeles County, CA. The only problem is I live in New Orleans, LA, about a day and a half drive to LA.

I saw it today in the Smithsonian channel. It's only a test but I was puzzled too.

DirecTV up links the national channels out of LA, and that's why you saw it specify LA locally even though it gets broadcasted out to everyone. They are required to do a national one like SiriusXM is.
