fios or vista problem

i just got verizon fios installed 9/1/07 and i signed up for 15mb/2mb. i have two computers one desktop with xp one laptop with vista. neither 1 was getting 15/2 so i called verizon for help. they told me about fios speed optimizer si i installed it and used on the desktop with windows xp. now on that i get 15/2. on the windows vista laptop it wont work i did the active x installer and internet explorer dosent recognise it. is there something im doing wrong it it my firewall or something else.then i downloaded another program that was supposed to do the same thing as verizons version but this keeps saying i need to be logged in to the administrator account which i already was. can anyone help me with my problem
