I would think so given they have aired past events from FOX in 4K.
Latin America is getting it in 4K. Hopefully we are too.

This broadcast will allow access to a resolution up to four times higher than the HD format, that is, greater image clarity that will surprise. In addition, DIRECTV will also offer HDR (High Dynamic Range) technology, which delivers an image with more vibrant colors, including darker and brighter blacks, and greater sharpness. The next FIFA World Cup™ will be broadcast in Ultra HD and some of the matches will also be produced in HDR.
In order to offer the next FIFA World Cup™ in 4K UHD, DIRECTV relies on a solid technological infrastructure. The signal that the pay-TV operator will receive via fiber optic cable directly from Moscow, Russia, will be processed and uploaded in the Broadcast Centers of the pay-TV operator to its satellite (DLA-1), which has the technology that can broadcast in 4K UDH resolution directly to consumers’ homes.

A LOT of the broadcast matches are on national FOX (just under half iirc?), which makes me worry there will be affiliate issues when it comes to broadcasting those games live also in 4K (no local ads). Any game on FS1 shouldn't be an issue, and Fox Sports has a long history of broadcasting FS1 sports simultaneously on the 4K channels.

That's bad news for me as my local FOX (WFVX) is a substation of the ABC affiliate. Both have horrendous PQ with a horrible bitrate and only two channel audio. It's great to see soccer grow so much in this country that over half of the games get broadcast OTA, but it's extremely unfortunate that this causes me to suffer watching them on 90s television technology.
Worse things have happened though

This is not correct... Please check your facts before posting this stuff.... The Swanni article linked to the DirecTV website only lists games thru June 24th and in that initial list 17 games in 4K HDR are from the FOX BROADCAST NETWORK, the remaining 11 are from FS 1.... There will obviously be many more 4K HDR games beyond June 24th to be listed later and thus, many more from FOX Broadcast Network....
So your statement that the "Big FOX games are exclusive to your local affiliate" is NOT correct. You will be able to avoid your local ABC affiliate's signal and go right to the 4K HDR feed on DirecTV Channels 105 and 106.
I'm only interested because this may open the door to 4K NFL on FOX, instead of 720p swimming grass-o-vision...
Yes, I totally agree and hope so as well ... Isn't it incredible that FIFA will be cranking out 64 live World Cup games in 4K HDR to the whole world and the NFL has yet to put out the Super Bowl, much less any regular NFL games, in 4K HDR in the USA ???
Well I wouldn't be surprised if the Super Bowl is available in 4K outside of the US (maybe it already has been) but since it is on broadcast TV and local stations depend on that ad revenue it is going to be years before the Super Bowl is available in 4K in the US.
We have already had "broadcast TV/ local stations" sports events available in 4K, such as many CBS golf tournaments.... And now the World Cup games whose "broadcast TV/ local stations" rights are owned by FOX affiliates and TELEMUNDO affiliates...... Therefore, the Super Bowl should not warrant a "broadcast TV" 4K exception based on this precedent...
The Super Bowl has an order of magnitude more viewers in the US than World Cup - and when they have done golf in "4K" it wasn't the full coverage, it has been limited to fixed cameras on a few holes. Golf tournaments are probably the hardest to go full 4K, because of the sheer number of cameras, size of the playing field, and the handheld cameras they use that other sports don't.
The Super Bowl is the biggest advertising bonanza, by far, that dwarfs all other sporting events. Affiliates would be mad as hell and probably sue if the networks tried to take away some of their local ad revenue by offering a 4K feed. Before anyone suggests the network could compensate the local stations for that, they need to get the money to pay for that from somewhere - they aren't going to do it out of the goodness of their hearts...
Well with ATSC 3.0 coming, you never know. But thats a big if and still many years away.
Oh yeah even though I think most stations will use ATSC 3.0 to carry HD subchannels (and more of them) rather than 4K, they'd be able to cut off those subchannels for a major event like the Super Bowl so that will be 4K once ATSC 3.0. But only for people watching OTA, and maybe cable. Satellite viewers will be SOL.
I watched the first game today, broadcast was less than impressive. No announcers, elevated black levels, some pixelation (it could have been the surviving camera). Hopefully we get a better product tomorrow.
