All you need is 4 locations south of the equator , equal spaced.
Mobile or base Or internet connection Up link on a different channel to a southern base transmitter to distribute the channels.
If the GPS cannot find a Cell tower in requires you to enter your location and destination. With internal map and compass it will track your progress.

Which direction is "south" on a flat disk with north at its center? How can there be an "equator" on a flat disk? Why would the seasons above and below the "equator" be reversed on a flat disk? Sorry, it just doesn't work...
A LEO satellite requires a sphere, not a disk, just as the high orbit satellites do.
My standalone GPS devices are not capable of receiving cell signals, and work just fine miles from any cell tower.
Your entire premise seems to be based on thousands of people keeping huge secrets for thousands of years, and somehow preventing anyone outside of their circle from making their own scientific discoveries. And human nature alone precludes keeping those kinds of secrets for any extended period of time. With that many people involved, there's always leaks... Always...
But that's not how they're doing it. All of the uplink centers for DISH and DIRECTV are in North America and they're using big dishes to send the signals skyward. If you review the geometry on these dishes, they are designed to send a very narrow beam rather than a wide choke shotgun beam.
GPS equipment doesn't use cell towers. Only devices with A-GPS (assisted GPS) use cell signals. A-GPS was designed primarily to give a quick reading where GPS may take a couple of minutes. That's why when you turn on your phone indoors, it may place you blocks or some portion of miles away.
If a phone or GPS can't get a signal, it cannot track your progress. It may be able to tell you which way you are pointing (using an independent compass feature), but it can't discern general movement (as opposed to a featured accelerometer).
It seems sure to come as a surprise to you that the cell towers themselves have GPS receivers on them that grab the signals from a constellation of satellites and then relay the results to devices connected to them.
It is almost laughable that Sprint describes their version of A-GPS has featuring "Very High Accuracy" of between 5m and 50m where GPS with WAAS is typically much more accurate.
If you use the Gleason Time Chart as a flat mapping reference, South represents the entire outer edge of the disc. Any direction you travel in will end up being South if you go all the way to the edge.
Wat exactly do you mean by the word "orbit' in the context of a flat disk surrounded by a dome? Is it some kind of journey around the disk like an old fashioned LP or spmething else?
Is there some time mark in the video where a specific conclusion is drawn? There's a lot of NASA clips and some screen shots from a forum but most of the commentary is unintelligible.
The current system used to calculate the traversal of the Sun and Moon is quite accurate. The same goes for the tides. You can't say that about the Flat Earth model.
That would seem to say that there can then not be any directions like "southwest" or "southeast". Crossing Antarctica would require going from south to south, and I have no idea how one would fly over the south pole, something that friends of mine that were with the ANG's 109th Air Wing did often while flying resupply missions in support of Antarctica science endeavors. Funny that none of them have ever mentioned seeing that alleged "wall of ice" while they were there.

Maybe while they were still active duty, although that's still doubtful since these were civilian scientific support missions. Even "Lose lips sink ships" never kept anything secret for very long...
