Your setup was probably the wing dish, which ended up being disabled by the installer anyway. I would push DIRT to get you the Hopper 3. Why go and sign a contract for an old piece of equipment? You are really going to regret not having the 3 if you ever get to use it. The 3 is night and day...

It could be the cabling. If the cables aren't of a high enough quality to negotiate a gigabit link, it will fall back to 100 Mb. Try another cable or a shorter cable run. Though as others have said, it really shouldn't matter as 100 Mb would be sufficient for everything the box does.
Also a long shot, but you could take your Hopper 3 over to someone else's house or connect to an alternate network connection if available and see if it is your modem/router/ISP or if it is your Hopper or Dish. I am not sure but I don't think it would require a satellite connection to be able...
