NEW ORLEANS—Democratic Party presidential frontrunner Sen. Barack Obama would likely exempt tier-pricing models from net neutrality regulation if broadband network owners used them to maintain congestion-free access to the Internet, former FCC chairman William Kennard said Sunday.
