New York PLANS for any and every possible scenario, the practice over and over again, and they had a leader from the start in Rudy G. ...New Orleans was more worried about the party atmosphere, had no where the level of preparedness, no natural leader in place, and then when the worst happened everyone was surprised??? Blame can be shared at all levels, but if you can't implement a viable plan to to start with you are doomed to fail at the end.
 
A lot went wrong, therefore there is a lot of blame to share for everyone. :)

There are no magic superheros which can just snap their fingers and make everything all better.
 
The mayor of new orleans is a pansy. When 9/11 happened Rudy was out doing what needed to be done. He was a true leader. The mayor of new orleans went out crying because the federal government didn't step in and take control instantly.
 
Federal goverment consistently worked against the local one, failed to recognize that its kindergarten wargame involves the local NG forces, Army has failed to provide help because higher leader failed to recognize they have to order them, the FEMA was utterly clueless what to do ( no wonder after Bush picked a well-suited horse exxpert to command the nation's emergency center).
All happened in a city which led the murder/crime rates nationwide, which had the famously most corrupt police force, which was left without enough money to spend on fritification against these kind of disasters.

What happened in NYC was horrific, but with all due respect the incident was largely contained within a few square miles while the almost the entire city of NO was under water and hundreds---if not thousands---of miles of the Mississippi and Louisiana coast were devastated. It is easy to conclude that local leadership during 911 was outstanding, while Katrina local leadership was nonexistent. However, it is not fair to compare the magnitude of the two events. IMO, you would have to clone a few more Giuliani's in order to get a handle on Katrina situation. What if Katrina hit New York and it was NYC under water? While I feel the results would have been better than NO (hard to imagine how the the leadership response could be any worse), you can bet your bippy that a certain level of chaos would have taken place.

There is a lot blame to go around, but there are also a lot of players to hide behind. Let the blame game begin.
 
Your comparing apples and oranges here and really shouldnt be making the atempt. NYC is one city, the pentagon one building, and the pen field just that. Katrina's path of destruction has far exceeded that of all three crash sites combined, the impact of each will be far reaching but in drasticly diferent ways with 9/11's long term impact taking a security track while the gulf coast taking a naturual disaster stance.
 
People also KNEW katrina was coming and didn't have the intelligence to make their own decisions. If any of us knew a tornado was coming up the street, but the weatherman on tv says it'll miss, you still go to your basement. You don't stay in the livingroom and then blame the guy for killing your family...

New Orleans is a victim of rampant ignorance, New York is a victim of terrorism. Two completely seperate things and this is why New Orleans didn't get nearly the "how sad" reaction that 9/11 got, and deservedly so. Stupid people, leaders without a clue, in an area that's under sea-level and with levee problems documented years ago vs. People with no notice that a plane was about to be hijacked and steered into a floor of the skyscraper they worked in.

I'm sorry, but nothing i've seen in New Orleans had even a small percentage of the sadness as watching someone jumping out of the WTC so they didn't burn to death...
