Best talk to Congress critters to encourage NASA TV to be small friendly FTA Ku band for folks stuck in small lots or HOA and ease of use small dish. Look at a same way for NOAA weather radio, same goes for time clock radio WWV and WWVH all funded by the taxpayers. So how hard that can that be? We are starting going back to Moon and someday manned missions to mars! This is exciting time we are living in now!
