Car AC problem

My wife's AC in her '97 Ford Ranger is messed up.

She gets hot (heated) air on every setting (vent, AC, defrost, etc.) except for MAX AC with which she gets very cold (appropriately) air. The thermostat setting makes no difference. Odd that even on "vent" she gets hot air as if the heater is on.

Any ideas what this might be? I will take it to a mechanic, but I'd like to already have some idea as to the problem before I get taken for a ride.

vacuum leak or bad actuator that is keeping the air control panel from moving. That's my guess.
