Some policy makers like FCC Jonathan Adelstein believe that adding bandwidth is the solution to mounting concers over the sharing of video content on the Internet.But the answer is not that simple, according to cable operators. With peer-to-peer file-sharing of video over the Internet, no capacity is enough. And billions more could be spent to serve the voracious appetites of as little as 5% of their subscriber base.
