Canadian networks will take precedece over U.S. networks.

It actually says “should give priority to the carriage of Canadian programming services and, in particular, to the carriage of local Canadian stations.”

In practical terms, this means that E/W feeds of US nets will become east only. Good thing the HDDR is now shipping.

It's Canada's small cable companies that will take the hit - but then that was Bell's goal from the getgo.
 
From the reading, it can be construed that they can't Omnibus the Canadian networks, but could possibly combine the U.S. nets. ie, East Coast from 8-11EST (5-8 PST) and West Coast from 11-2EST (8-11PST).

But yes, 2 completely seperate U.S. feeds will be the first to be culled.
