Customer Retention Dept dead?

Called DTV twice within the last week to inquire about upgrading to HD equipment and service. I asked both times about the cost etc I was quoted $249 for the rec. When I told them I could get it cheaper at Best Buy or Walmart they basically said "ok". I then asked to speak to somebody that deals in customer retention...both CSRs said that $249 was the best offer that DTV had right now for current customers.

Is the DTV customer retention dept dead?
 
I think that the retention dept. is so much better than customer service. Thanks for the number cause I lost it earlier.
