Digital Audio output

Guys,

What is the cheapest way to get the AC3 audio from PBS on AMC 3? I have a 13 year old JVC receiver, but it does not have digital audio in. It's Dolby Surround, but not no 5.1. I once read somewhere that you can buy a cheap decoder for under a hundred dollars to decode the audio. Is this true?

I bought a surround sound system from Wally world for under $75 a while back...never opened it yet as I was waiting until I moved (and got a receievr with AC3)
