i thought the whole point of going to mpeg4 was that they could stop the Lite-ness and add more programming

People think that, but more likely they will just keep the same resolution and PQ, but just save on the bandwidth. In the end, as a philosophy, video compression is accepted by the satellite providers to the point where it does effect PQ. They are more concerned with "what people will buy" vs "what people will notice".

In theory MPEG-4 would allow PQ compression settings to be increase while still saving bandwidth. But why increase that PQ setting when you can increase even more bandwidth? I think that we will be underwhelmed by the change over to MPEG-4. The only noticable benefit will be the addition of new channels because of the bandwidth savings.
