My recollection is Dolby E is a closed spec and only available to licensees. Dolby does not consider it an end-user system; I expect this is built into their licensing fees that are on the onerous side. The Dolby E products I have come across are strictly targeted at the production and distribution world and priced accordingly. There may be efforts to reverse engineer the spec, but I have not seen evidence of any, yet. As one pretty much has to be running FTA to come across Dolby E streams as an end-user, there is likely not a lot of demand and motivation to develop codecs given the constraints. I've even toyed with volunteering some time to work on such a project, but without any other obvious takers I'm reluctant to jump in alone.
