Washington – Federal Communications Commission chairman Kevin Martin proposed new rules that appear to have the effect of relaxing a requirement that cable systems carry TV stations in both analog and digital formats starting next February, in response to concerns expressed by operators of smaller cable systems that the"dual carriage" mandate were an imposition on systems with capacity constraints.
