HD picture size and dish pointing

I don’t know what HD receiver I have. It was installed by a D* tech in June. I don’t have DVR or Tivo. I have a rear projection.
When watching my local OTA HD I notice the picture is slightly too big. I have to move the picture up to see the bottom weather crawl. I also notice on CNN and sports. Have not really tested with DVD or other inputs, tough to know that something is missing on the edges. I know I don’t have the settings wrong, like wide screen or the aspect. Can the picture be adjusted electronically? Is it the TV that would need adjusted by a technician?

On Sat A the signal strength is 70 – 85 for most channels. Sat C was a little better, but only 3 signals. Sat B was much better. I assume I can tweak the dish a little to get better signals? I have rain fade much more now than I did with my round dish, that I installed.
 
Your TV's overscan is set too high and needs to be calibrated.

SAT-A (or 101) should be getting 93+ easy; B and C can vary but 90's should be obtainable.
