I'm upgrading to Hopper(with Sling).My question:
I will be able to move my recorded programs from
my old VIP722k(With EHD) to the new Hopper? If so,How?

Yup. Simply transfer all your 722k content to the EHD, plug it into the Hopper, and enjoy!

Some people have reported problems with trying to move recordings back onto the Hopper. So your best bet is to leave them on the ehd.
