If you buy a Hooper with Sling ($239), to you avoid the $12 a month DVR fee?

Unfortunately no! The DVR or extra receiver fees are identical whether you own or lease.

The reason it does not avoid that fee is because the DVR service comes from DISH, not the receiver. The Receiver is capable of being a DVR of course, but DISH provides the software and is charging to have that feature as the carriers do, that is provided by them.
You buy a TIVO, and still have to pay a monthly/yearly/or lifetime fee......

That's true for the initial DVR fee but not for a second Hopper. That's just an extra receiver fee.

Correct, and good point. Probably related some to contracts, and some to profit, pretty much the same idea, DISH either can't or isn't going to give programming and features for free.
